- The aim of this project was to develop the market for a household energy product in a West African country, replacing the use of burning forest biomass and its derivatives. Market development relied to a large extent on creating the conditions for the elimination of barriers to entry affecting consumers.
- The project was submitted to the European Union and the application was approved.
- The implementation of the project was a joint effort by the European Union, – as the funding provider, – the government of the country, – in particular the Ministers for Finance, the Environment and Home Affairs, – and a Portuguese NGO, – responsible for promotional activities among the population. An international procurement process was established following European Union’s procurement rules, tax benefits for consumers and imported goods were negotiated, institutional marketing campaigns and direct actions among the population were planned and executed, the supply chain was reorganised and training was provided to its agents.
- After 36 months, the result was a triple win: the base market now covers 20% more of the country’s population, enabling sustained sales growth of more than 50%. The size of the informal economy has been reduced and the Government has increased its tax revenues. The population now has access to cleaner and more efficient energy at a cost equivalent to what was paid before.
